Yes. Medical cannabis has been legal in Poland and available in pharmacies by prescription for several years. It is a medicine, not a recreational product - you can only buy it after a consultation with a doctor and only at a pharmacy.
The prescription is of the RpW type and is valid for 30 days. Outside of a prescription and a pharmacy, medical cannabis is not legally available, regardless of the patient's citizenship.
Yes. Any patient who attends an in-person consultation with a doctor in Poland can apply for a prescription - citizenship is not a condition. What matters is the medical assessment: indications, previous treatment and contraindications.

You fill the e-prescription at a Polish pharmacy that sells prescription raw materials. It is worth calling ahead to ask about the availability of a given strain.
An important note for travellers: a prescription valid in Poland does not automatically give you the right to carry medical cannabis across borders. Rules differ between countries, and crossing a border with it can be strictly regulated. If you are planning a trip, check the rules of the destination country in advance.
